Can you take cutlery in checked luggage?
In checked luggage, there aren’t any restrictions for bringing cutlery – even sharp knives are allowed. However, packing expensive cutlery in checked baggage isn’t really safe because sometimes, checked bags get lost, or stuff gets stolen from them during baggage handling.

Plastic yes stainless steel might be an issue depending on which country and the guard at the scanning. We go thru few times with bottles of water (unintentionally of course :)) at some airport. However usually sharp object such as fork is a no no. Airlines that provide meals, will give you the proper cutlery
